Briarcliff Manor, New York - IICL President, Henry F. White, Jr., announced that Jeff X.D. Shi, President of Florens Container Services (USA) Limited, was elected Chairman of the IICL's Board of Directors for 2005 succeeding Tony C.H. Kwok who passed away unexpectedly.
Mr. Shi commenced his shipping career in COSCO Guangzhou in 1972, after graduation from the Maritime Department of Shanghai Maritime University. Subsequently, in 1980, he was appointed as the manager of the container shipping and logistics department of COSCO Guangzhou and in 1987, on instruction by COSCO, Mr. Shi co-founded the first Florens entity in Hong Kong, commencing his service as Vice President and Director of Marketing. In 1998, Mr. Shi was appointed President of Florens Container Services (USA) Limited.
Currently, Florens Container Services Company Limited has an operating fleet in excess of 1,000,000 TEU. Their group fleet is comprised of both dry cargo, specialized and reefer containers. Florens not only supplies the international market with long-term and master leases, but also offers a full array of used containers for sale around the world. The company maintains its headquarters in Hong Kong with additional corporate functions performed from offices in San Francisco, CA, and they also enjoy a marketing presence in 12 countries, with dedicated offices in 12 strategic locations. FOR IMMEDIATE RELEASE MORE THAN 500 REGISTER FOR IICL EXAMINATIONS
Briarcliff Manor, New York – More than 500 people have signed up to date for the September 24, 2005 IICL Inspector’s Examinations, reported IICL’s President Henry F. White, Jr. With the deadline for regular registration approaching on August 12, 2005, IICL continues to receive applications and inquiries from candidates from around the world. In response to demand, IICL has added test centers in Buenos Aires, Argentina; Chennai, India and Montevideo, Uruguay among others.
“The record registration numbers this early in the season combined with the many requests for new testing locations continues to demonstrate that the IICL Examination Program fills an important need for training and expertise in the container and chassis industries,” stated Mr. White.
This year, the Chassis Inspector’s Examination will be offered in Shanghai, China; Guatemala City, Guatemala; Seoul, South Korea and Ho Chi Minh City, Vietnam at the request of candidates in those countries. The chassis test has previously been offered in the U.S. and Western Hemisphere countries only, as much of the information tested pertains to U.S. regulations on chassis.
Candidates may register for the examination at the regular registration rates of US$325 for the container test and US$225 for the chassis test until August 12th. A late registration period extends from August 13 to August 26, with a registration fee of $350 for the container exam and $250 for the chassis.
Candidates interested in registering may do so online via IICL’s website www.iicl.org. Test Information Bulletins, sample questions and a list of test centers are also available at IICL’s website.

FOR IMMEDIATE RELEASE IICL PUBLISHES NEW REEFER GUIDE
BRIARCLIFF MANOR, NEW YORK- Today, IICL President Henry F. White announced the future release of IICL's pocket-sized Guide for Refrigerated Container Inspection and Repair, 3rd edition.
This new edition specifically addresses Section 4, Inspection of Refrigerated Container Body.
In an effort to standardize dry van and reefer inspection criteria, the IICL and its members have worked to revise the inspection of the reefer body. Each of the inspection tables noted in this section has been adjusted to reflect what we believe are more accurate values based on a detailed analysis of members' fleets.
"With steel reefer boxes now being the standard to which the majority of equipment is built today, it was only natural that the inspection criteria be more in line with the dry box fleets", stated Gary Danback, IICL Director of Technical Services.
The new manual will serve as the course textbook for the upcoming IICL Reefer Inspection Course in Valparaiso, Chile in September. Special attention will be given to the review of this new material.
Available June 1, copies of the new IICL Reefer Guide may be purchased at a special introductory price of US$50.00 via IICL's Online Store at www.iicl.org This sale is only valid through July 1, 2005. After this date, price is US$60.00 per copy.

FOR IMMEDIATE RELEASE FINGER CRACKING PLYWOOD FLOOR STANDARDS RELEASED
Briarcliff Manor, New York - IICL President Henry F. White, Jr., announced today that the Institute's latest Technical Bulletin entitled, "Finger Cracking in Plywood Floor Boards", (IICL TB 003) has been posted online at www.iicl.org and can be accessed by clicking on "Technical Bulletins" on the navigation bar. IICL TB 003 covers the following subject area: 1) Finger cracks which appear to the outer veneer on the underside of plywood floorboards.
The IICL and its members have noticed the need to address the issue of finger cracking in plywood floorboards. The ability to discern when this condition needs to be repaired or left alone is paramount during the inspection process. Finger cracks alone do not warrant the replacement of a floorboard providing specific criteria is met. This Technical Bulletin will allow the inspector to apply four simple rules to determine the extent of potential damage to the interior ply layers of a board. Should none of these situations be present then the board should not be replaced.
The bulletin has been posted on the Institute's website to benefit all parties involved during the off and on-hire inspection process. The information provided in the Technical Bulletin will assist the inspector in making his determination as to whether or not a section of board needs to be replaced or left intact.

FOR IMMEDIATE RELEASE IICL ANNOUNCES INSPECTOR AWARDS
Briarcliff Manor, New York - IICL President, Henry F. White, Jr., has announced the award winners of the 2004 Container and Chassis Inspector's Examinations. The awards are given to the candidate(s) achieving the highest score on the exams held the previous fall.
P.V. Sathisa Baboo of India received the Container Award while Bryan Scott Crook and Gary Mendez, both of the United States, shared the Chassis Award. Among more than 700 container candidates worldwide, Mr. Baboo achieved a near perfect score of 99%. Messrs. Crook and Mendez outscored nearly 100 chassis candidates worldwide by achieving a top score of 97%.
The 2004 Container Inspector's Awards established a new record. Never before in the history of the examination program has a candidate completed a "hat trick" in achieving the award. Prior to 2004, Mr. Baboo was the top scorer for the IICL Examinations conducted in 1984 and 1994, achieving perfect scores both of those years. He is also one of the few inspectors worldwide who hold quintuple honors certification from IICL.
For the past thirty years, Mr. Baboo has been the Principal Surveyor and CEO of M/s. Services Integrated. The firm is engaged in surveying, consulting and quality control of all aspects of containers, from the manufacturing process to scraping. Headquartered in Cochin, Services Integrated now has branch offices covering the entire coastline of India, in Mumbai, Delhi, Kolkata, Chennai and Tuticorin. Prior to establishing Services Integrated in 1976, Mr. Baboo served as a mechanical engineer. He is married to a recently retired headmistress and has one son. The award arrived just in time for Mr. Baboo's 60th birthday.
Mr. Crook is currently a Longshoreman ILA Local 30 West Gulf Maritime, employed at Chiquita North America in Freeport, Texas as a reefer technician and mechanic. He has been employed at this position for four years. Previously, Mr. Crook was self-employed for six years as an owner operator in the trucking industry and was an engineer in the offshore marine industry for fifteen years. He has been married for twenty-five years and has two children and one grandchild.
Mr. Mendez has worked as a Maintenance and Repair employee at International Transportation Service, Inc. (ITS) in Long Beach, California for over 27 years. Prior to his employment at ITS, he completed a Maintainance Trainee program at the Long Beach Naval Shipyard and completed courses at the Harbor Occupational Center in San Pedro, California with an emphasis in welding and blueprint reading. Mr. Mendez has been married for sixteen years and is the father of a son and daughter.

BRIARCLIFF MANOR, NEW YORK- Today, IICL President Henry F. White, Jr., announced the release of IICL's new pocket-sized Guide for Container Equipment Inspection, 5th edition (IICL-5). This manual was originally published in 1996.
The new version of the IICL-5 has been upgraded with a completely new section on cleaning and includes all of the photographs currently illustrated in the IICL Cleaning Guide.

The IICL is currently in the process of pocket-sizing all existing manuals with the Guide for Container Chassis Inspection scheduled for release this Spring. This revision will include tables, which address maintenance schedules currently denoted in the Manual for Container Chassis Maintenance.

FOR IMMEDIATE RELEASE IICL'S SECOND REEFER COURSE OF 2005 TO BE HELD IN CHILE IN SEPTEMBER
Briarcliff Manor, New York-IICL President, Henry F. White, Jr. announced today that the IICL has scheduled its second reefer course of 2005 for September 13-15th in Valparaiso, Chile. The first reefer course this year will be held in Rotterdam- Netherlands, March 15-18th; registrations are currently being accepted.
The 2½ day course in Chile will offer intensive instruction of IICL reefer container inspection and repair. Other topics planned for the course will be drawn from the following: reefer body and machinery construction and operation. The course will be held at the Gala Hotel Viña del Mar and TESCO depot in Valparaiso, where students will be able to view and participate in practical demonstrations of subjects as they are covered in the classroom. The course will be conducted in English, with a Spanish translator present.
The deadline for receipt at IICL of registrations and course tuition fees for the Valparaiso course is August 31st. The tuition fee is US$1000.00, payable by credit card, teletransfer or with a check (must be drawn on a U.S. branch or affiliate of your bank). The fee includes tuition, a copy of the pocket-size course textbook (Guide for Refrigerated Container Inspection and Repair, 2nd edition) and a Farewell Lunch.

IICL Launches Online Course
Briarcliff Manor, New York - IICL today released a pilot online course - its first online course to supplement its existing Continuing Professional Education Program. The course, titled Introduction to Containerization, serves as a simple first step in providing basic information on the history of the industry, equipment types and industry standards for the container industry. This course presents a clear and concise initiation into the container world, with its step-by-step arrangement and instructive photographs - a must for those who have had little or no experience with intermodal containerization.
One reviewer advised, "Up to recently my knowledge of containers had been confined to The Container Store where I eagerly sought organizers for closets and sliding baskets for cabinets. IICL Elects New Chairman
Briarcliff Manor, New York - IICL President, Henry F. White, Jr., announced that Tony Kwok, Chief Executive Officer of Florens Container Services Company Limited, and a veteran of over twenty years in the container leasing industry, was elected Chairman of the IICL's Board of Directors for 2005. Mr. Kwok succeeds outgoing Chairman, Angus Frew, GESeaCo's President, as of January 1st.
Mr. Kwok, who received his undergraduate education at the University of Houston, Houston, Texas, assumed his current position at Florens in 1996 following fifteen years of service and increased responsibility, including Vice President of Marketing for the Far East, with Trans Ocean Ltd. Following his election, Mr. Kwok advised: "I look forward to continuing the strong leadership of the IICL exhibited by Angus over the past year and to continue the IICL's role as a prominent advocate for both the transportation and leasing industries. IICL Announces 2005 Continuing Professional Education Course Schedule
Briarcliff Manor, New York- IICL President Henry F. White announced the 2005 IICL Continuing Professional Education Course schedule. Ten courses will be offered throughout the year, including two sessions of the popular Reefer Course and four sessions of each the Chassis Inspection and Dry Van Inspection courses.
The Refrigerated container course consists of intensive instruction of reefer inspection and repair.

The Chassis Inspection course allows for a review of IICL chassis manuals and criteria in addition to presentations made by industry experts covering brake and tire issues.

IICL Exams Slated for September 2005 More Than 500 Inspectors Pass 2004 Exams

The Container Inspector's Examination will be held at over 40 locations around the world, while the Chassis Inspector's Examination will be offered at locations across the U.S. and elsewhere if requested. Damage Measurement Tools Now Available!
Briarcliff Manor, New York- IICL President Henry F. White, Jr. is pleased to announce the availability of survey inspection tools. These tools, as prominently displayed in the Damage Measurement Guide, can be purchased through the IICL website www.iicl.org
The tools, which consist of a hammer, ruler and line gauge, can be purchased as a set or individually. The use of survey tools are an important part of an IICL approved survey and are used worldwide to assure proper measurement of damaged components.

Nearly 500 Register Early for IICL Examinations
Briarcliff Manor, New York - Nearly 500 people have signed up to date for the September 25, 2004 IICL Inspector's Examinations, reported IICL's President Henry F. White, Jr. With the deadline for regular registration approaching on August 13, 2004, IICL continues to receive applications and inquiries from candidates from around the world. In response to demand, IICL has added test centers in Varna, Bulgaria and Valparaiso, Chile among others.
"The record registration numbers this early in the season combined with the many requests for new testing locations continues to demonstrate that the IICL Examination Program fills an important need for training and expertise in the container and chassis industries," stated Mr. White.
This year, for the first time, the Chassis Inspector's Examination will be offered in Ho Chi Minh City, Vietnam; Shanghai, China; Santiago, Chile and Seoul, Korea at the request of candidates in those countries. The chassis test has previously been offered in the U.S. and Western Hemisphere countries only, as much of the information tested pertains to U.S. regulations on chassis.
Candidates may register for the examination at the regular registration rates of US$325 for the container test and US$225 for the chassis test until August 13th. A late registration period extends from August 14 to August 27, with a registration fee of $350 for the container exam and $250 for the chassis.
Candidates interested in registering may do so online via IICL's website www.iicl.org. Test Information Bulletins, sample questions and a list of test centers are also available at IICL's website.

IICL Announces Inspector Awards
Briarcliff Manor, New York --- IICL President Henry F. White has announced the award winners of the 2003 Container and Chassis Inspector's Examinations. The awards are given to the candidate(s) achieving the highest score on the exams held the previous fall.
Wang Qian Song of China received the Container Award and the Chassis Award was presented to Mark Finiff of the United States. Among more than 700 container candidates worldwide, Mr. Wang achieved a near perfect score of 99% while Mr. Finiff outscored nearly 100 chassis candidates worldwide by achieving a top score of 97%.
Mr. Wang was previously certified as an IICL inspector in 1997 at which time he passed the examination "with honors". A 1996 graduate of the Zhejiang Fishery University, he is currently employed with Ningbo Victory Container Co., Ltd. located in Ningbo, China. He has been working in their technical department for over seven years. He has been married for one year and is anticipating the birth of his first child this year.
Mr. Finiff is currently the assistant manager at the Flexi-Van Leasing service center in Baltimore, Maryland. Employed with Flexi-Van since August 2000, he was originally hired as a mechanic and was promoted to assistant manager in 2002. Some of his current duties include gate writing, ordering parts and supervising the repair shop and mechanics. Previously, he worked at another Baltimore depot serving as a chassis and container mechanic for 10 years. Mr. Finiff graduated from high school in 1986 and also completed a degree in commercial arts at a technical school. He has been married for more than twelve years and is the father of a son and daughter.

IICL Announces 2004 Continuing Professional Education Course Schedule
Briarcliff Manor, New York- IICL President Henry F. White announced the 2004 IICL Continuing Professional Education Course schedule. Ten courses will be offered throughout the year, including two sessions of the popular Reefer Course and four sessions of the Chassis Inspection course. IICL is expanding its program with the introduction of an all-new Dry Van Inspection course. Four sessions will be held throughout the United States.

IICL Exams Slated for September 2004, Over 500 Inspectors Pass 2003 Exams
Briarcliff Manor, New York - IICL President Henry F. White, Jr. has announced that the next inspectors' examinations will be held on Saturday, September 25, 2004. The Container Inspector's Examination will be held at over 40 locations around the world, while the Chassis Inspector's Examination will be offered at locations across the U.S. and elsewhere if requested.

IICL Publishes New Gray Areas Manual
BRIARCLIFF MANOR, NEW YORK- Today, IICL President Henry F. White announced the release of IICL's pocket-sized Supplement on Inspection & Repair: Gray Areas, 2nd edition. This manual was originally published in 1999 to address and clarify various areas of the IICL-5 (Guide for Container Equipment Inspection, 5th edition)
The second edition specifically addresses Section 3.4.1 and 3.4.4 (plywood floors- delamination, rolling shear, broken flooring and combination defects). The changes include updated text and revised explanations regarding delamination and rolling shear failure.
Plywood flooring and the issues concerning their inspection have become critical in having the industry understand the cause and effect of why they may fail. The revised text and detailed explanations are intended to give concerned parties a better understanding of these issues.

Guide For Flatrack Container Inspection Released
Briarcliff Manor, New York- Today, IICL President Henry F. White announced the release of the Institute's latest pocket-size publication entitled, "Guide for Flatrack Container Inspection". This manual, the first of its kind, addresses the many different types of flatracks and their key components, and includes inspection tables and proper methods for lifting, stacking and loading.
"Flatracks have become more widely used in today's market place because of their diversity", stated Gary Danback, IICL Director of Technical Services. "The manual's development reinforces the IICL's commitment to continuing professional education and to assisting equipment end users as well as the repair community.
The IICL will use the Guide for Flatrack Container Inspection as the basis for a new course we will offer in 2004. Currently the IICL offers Reefer, Dry Van and Chassis inspection courses in various locations throughout the world.
Representatives from the IICL member companies who supervised the project were: Lew Vitalis of Transamerica Leasing Inc., Robbie Burns of Amficon and Bill Brassington of GeSeaco.

However, companies in the Philippines felt that many of the requirements on chassis inspection and maintenance are applicable to chassis use in their country as well.
Candidates may register for the examination at the regular registration rates of $300 for the container test and $200 for the chassis test until August 15th. A late registration period extends from August 16 to August 29, with a registration fee of $350 for the container exam and $250 for the chassis.

IICL's Second Reefer Course of 2003 to be Held in Miami, Florida in September
Briarcliff Manor, New York- IICL President Henry F. White announced that IICL has scheduled its second reefer course of 2003 for September 30 - October 2 in Miami, Florida. If needed, a second session will be created to accommodate all those interested in this course.
The 2-1/2-day course in Miami will offer intensive instruction in reefer inspection and repair, including inspection of both machinery and container structure (including PTIs), repairs of the reefer structure (including foaming), reefer construction and operation, refrigerant conversions, CFC issues and other subjects. The course will be held at the Southeastern Container and Trailer Repair depot in Miami, where students will be able to view and participate in practical demonstrations of subjects as they are covered in the classroom. Students will practice inspecting damaged reefers, observe repairs in progress and participate in PTI reviews.
The deadline for receipt at IICL of registrations and course tuition fees is September 19. The tuition fee is $1000.00, payable by credit card, teletransfer or with a check (non-U.S. students: draft must drawn on a U.S. branch or affiliate of your bank). The fee includes tuition, a copy of the course pocket-sized textbook (Guide for Refrigerated Container Inspection and Repair, 2nd edition) and the Farewell Lunch on October 2. IICL has arranged for a special room rate at the Doubletree Club Miami Airport Hotel for students needing accommodation.

Electronic Data Interchange Standards Released
Briarcliff Manor, New York- IICL President Henry F. White announced today that the Institute's latest Technical Bulletin entitled, "Electronic Data Interchange Standards (EDIS)" (IICL TB 002) has been posted online at www.iicl.org and can be accessed by clicking on "Technical Bulletins" on the navigation bar. IICL TB 002 covers the following subject areas: 1) External Standards 2) Message Types 3) IICL Preferred Cedex Codes, as well as useful links.
The IICL and its members offer this document as a reference guide for current and potential users of electronic data interchange services. EDIS offers the first time user the ability to understand, in a condensed guide, the formatting of message types, as well as the all important use of CEDEX codes in the creation of estimates. In addition, this Technical Bulletin will have useful links, a section with frequently asked questions, a glossary of EDI terms, as well as the ability to contact the IICL for guidance and direction.
The bulletin has been posted on the Institute's website to benefit the shipping industry, including depots, terminals, shipping lines, leasing companies and EDI vendors. This "living document" will allow us to update its content and react to current issues which are continually raised by the users of EDI.

IICL's Second Reefer Course of 2003 to be Held in Costa Rica in April

This is the third year that the Institute has offered its popular reefer course twice in one year. The first session was held in Singapore, February 13-15th.
The 2½ day course in Costa Rica will offer intensive instruction in reefer inspection and repair, including inspection of both machinery and container structure (including PTIs), repairs of the reefer structure (including foaming) and other subjects. The course will be held at the Park Hotel and USACO depot in Limón, where students will be able to view and participate in practical demonstrations of subjects as they are covered in the classroom. Students will practice inspecting damaged reefers, observe repairs in progress and participate in PTI reviews.
The faculty will consist of IICL reefer experts James Feneran of Carlisle Leasing International, Paul Raitano of Triton Container International and Gary Danback, Course Coordinator and Director, Technical Services for IICL. Additional guest speakers will be announced.

IICL Exams Slated for September 2003, REGISTER ONLINE! Over 500 Inspectors Pass 2002 Exams
IICL President Henry F. White, Jr. has announced that the next inspectors' examinations will be held on Saturday, September 27, 2003. The Container Inspector's Examination will be held at over 35 locations around the world, while the Chassis Inspector's Examination will be offered at locations across the U.S. and elsewhere if requested.
More than 475 inspectors from 43 countries around the world passed IICL's latest round of container testing in September 2002. This figure represents an 8% increase in the number of passing inspectors over 2001. Nearly 60 candidates representing Ecuador, Guatemala, Honduras and the U.S. passed the Chassis exam. Inspectors sitting for re-certification, who comprised nearly 21% of all candidates, passed at the high rate of 87%.
The Container Inspector's Examination tests knowledge of IICL criteria in container inspection and repair, while the chassis exam focuses on U.S. government regulations and IICL recommendations on chassis inspections and maintenance. Candidates who pass the exam are awarded IICL certificates, photo-identification cards and will have their names listed in the IICL Inspection Directory.
Beginning February 1st, test candidates will have the ability to register for the exams as well as purchase the necessary study publications on-line via IICL's website at www.iicl.org. With the addition of e-commerce to the website, the Institute expects customers overall to benefit from the 24/7 service offered by these new features. "IICL hopes that candidates will find these features to be user-friendly and we encourage all candidates to use our on-line system as a means of simplifying and expediting the registration process", stated Maria Mauriello, IICL's Director of Examinations. Test candidates who use a credit card will be automatically registered and notified of their registration number while those who pay by check, money order or teletransfer will be registered upon receipt of payment and then notified of their registration number.

IICL to Give Two Reefer Courses in 2003
IICL President Henry F. White announced today that again, IICL would offer two separate sessions of its popular annual course on refrigerated containers; one in Singapore and the second location has yet to be determined. Costa Rica and Miami, Florida are the sites under consideration.
"IICL is pleased to meet the continuing strong demand for professional education, particularly on reefers, by making its course available in two different areas of the world this year," stated Mr. White.
The Singapore session, IICL's twelfth reefer course, will run from Wednesday, February 12 through Friday, February 14. Both 3-day courses will consist of intensive instruction of reefer inspection and repair.
The class in Singapore will be conducted at the Amara Hotel. Practical demonstration will be held at OCWS Logistics Pte. Ltd. Students will be able to view and participate in practical demonstrations of subjects as they are covered, including inspection of both machinery and container structure (including PTIs), repairs of the reefer structure (including foaming), refrigerant conversions, CFC issues and other subjects. In order to bring students first-hand knowledge of reefer contraction, IICL also plans a visit to a nearby reefer container factory to observe reefer manufacturing in progress.
The faculty will consist of IICL experts Colin Jacobs of Cronos, Roland Tan of Transamerica and Gary Danback, IICL Director of Technical Services and Course Coordinator, as well as guest speakers from Carrier and Thermo-King.

Institute Conducts First of Two Fall Chassis Inspection Courses
IICL President Henry F. White announced today that IICL's first comprehensive Chassis Inspection Course, the newest entry on the Institute's continuing professional education course roster, was successfully completed last week in New Jersey. This course was the first of two IICL chassis inspection courses slated for the fall of 2002 and consisted of a classroom presentation and a practical demonstration. Interport Maintenance Co. Inc. in Newark provided their facilities for IICL's practical demo course activities. The second chassis inspection course is slated for the Los Angeles area in Long Beach, California on November 14th with the practical demonstration at Container-Care in nearby Wilmington.
"IICL understands the need for continuing professional education in the shipping industry, particularly on chassis inspection, and will look to making its courses available internationally in the future," stated Mr. White. "IICL is a long-time leader in promoting chassis safety and recognizes that companies wanting to avoid serious deficiencies in inspection and repair guidelines must have properly trained personnel."
The one-day courses consist of a classroom classroom discussions covering the chassis inspection process and determining damage and repairworthiness and include overview presentations by chassis vendors. The Newark course included a Federal Mogul presentation on brakes and braking systems, and a Stemco presentation on chassis axles. The practical demonstration component of the courses gives students an on-site view at a depot of proper inspection and repair procedures and allows them to review chassis components, damaged tires and damaged chassis. The Los Angeles area course will include presentations by Meritor Wabco on ABS braking systems and a presentation on tires.
Gary Danback, IICL's Director, Technical Services coordinates and teaches the chassis inspection courses. The registration deadline for the Los Angeles Chassis Inspection Course is November 6th and the tuition fee is $350.00. Flexi-Van Leasing Acquires Chassis From Transport International Pool
Flexi-Van Leasing, Inc. announced the acquisition today of approximately 35,000 marine chassis from Transport International Pool, Inc. (TIP), a GE Capital Company. The acquisition was effective close of business, Friday, September 20, 2002.
This fleet, when added to Flexi-Van's existing fleet of approximately 95,000 chassis, enhances Flexi-Van's position as the preeminent chassis lessor in North America. In addition to chassis, Flexi-Van is the largest lessor of generator sets in North America. Marine Container Plywood Floor Standards Released
IICL President Henry F. White announced today that the Institute's latest Technical Bulletin entitled, "Preferred Standards for Hardwood Plywood Floor Panels" (IICL TB 001) has been posted on-line at www.iicl.org and can be accessed by clicking on "Technical Bulletins" on the navigation bar. IICL TB 001 covers the following subject areas: 1) General Specifications for Container Floor Plywood Panels; 2) Quality Control and Testing Frequency; 3) Standards for the Manufacture and Testing of Hardwood Plywood Floor Panels; and 4) Plywood Floor Audit.
Mr. White reported, "IICL and its members have noted the need for industry participation and direction in the container plywood floor panel manufacturing process." In May of 2000, IICL endorsed two drawings: "Standard Floorboard Design for Containers: 20ft and 40 ft Dry Vans" which suggested a reduction in the number of board sizes and standardization of sizes. At approximately the same time, IICL launched a project to test plywood floors and publish the results with the specific goal of improving the plywood floor manufacturing process. IICL TB 001 is the culmination of the project and is intended to provide a detailed description of the tests and to outline recommendations for standards for hardwood plywood floor panels in order to obtain consistent quality in their production. Project tests focused on ensuring new panel bond strength, new panel shear strength and long-term adhesive bond durability and includes recommended quality assurance standards for plywood factories so that the factory itself can develop procedures and processes to prevent substandard panels from being shipped to container manufacturers. Mr. White stated further, "The Institute hopes that by making this technical bulletin free to the industry and the public at large it will help bring focus to an area of industry-wide concern."
The project was supervised by representatives from the IICL member companies: Jack Figueira of Textainer Equipment Management (U.S.) Ltd., Lew Vitalis of Transamerica Leasing Inc. and Hank Heacox of Triton Container International Ltd.

CHOOSES NEW CHAIRMAN
Brian Sondey,
President of Transamerica Leasing, was elected Chairman of the Board at a
recent annual meeting in New York City of the IICL Board of Directors.
Mr. Sondey takes over from outgoing Chairman Hugh Fehrenbach,
President of Carlisle Leasing.
Mr. Sondey assumed
his current position at Transamerica in 1999, previously serving as Senior
Vice President of Business Development for Transamerica Leasing and
Director of Corporate Development for Transamerica Corporation. Prior to joining Transamerica, Mr. Sondey worked with the
Boston Consulting Group and J. P. Morgan.
Mr. Sondey received his B. A. degree in Economics from Amherst
College and his M.B.A. from Stanford University, Graduate School of
Business.
Currently,
Transamerica Leasing, has an operating fleet of more than 1.1. million TEU
comprised of standard, refrigerated and special maritime containers.
Transamerica Leasing also operates several industry-leading
logistics services businesses including Trader, which sells over 60,000
containers annually for Transamerica and its customers; Greybox, which

Three
Candidates Capture IICLS Container Inspectors Award
Messrs.
Michael J.S. Andrade and P.S. Pravenkumar, both of India, and Ms. Fan Ling
Chao of China, have won the 2001 IICL Container Inspectors Awards.
The awards were given to the candidate(s) scoring highest among 725
candidates who sat for the IICL Container Inspectors Examination held
in the fall of 2001. IICL
reported that the fall 2001 examination had over 30% more candidates
registered than in 2000.
Mr.
Andrade is a re-certified IICL inspector, having first passed the IICL
examination in 1995. He
has managed his familys marine container business, Universal Container
Services, in Mumbai, India
since 1993. He attributed his IICL exam success to the
time I spend performing the quality control function at our depots and
more importantly to the training Ive received over the years, working
with my father Mr. Edgar Andrade, the founder of Universal.
P.S. Praveenkumar has recently joined M/S Albatross Dock and Marine
Engineering Co. Ltd. of Chennai, India in the position of Senior
Surveyor/Depot-in Charge. He
received a Diploma in Mechanical Engineering from K.G.P.T. Calicut in
Kerala, India in 1993 and in 1998, after studying part-time, he received a
Certificate in Computer-Aided Design of Drafting from a computer software
college in Chennai, India. Fan
Ling Chao is employed by Shanghai Ya Tai International Container Freight
Station and Transportation Co., Ltd. in Shanghai, China where she is a
manager. Ms. Fan was
previously certified as an IICL inspector in 1995 at which time she passed
the examination with honors. Previous
to her employment with Shanghai Ya Tai International Container, Ms. Fan
graduated from Shanghai Teacher-Training University with a degree in
mathematics. |

More than 500 people signed up for
the November 10, 2001 IICL Inspectors Examinations over the summer.
With 2001 deadlines on September 14th for regular registration and
September 28th for late registration, IICL continues to receive
applications and inquiries from candidates from around the world.
In response to demand, IICL has for the first time added test
centers in Valencia, Venezuela; San Jose, Costa Rica; Hobart, Tasmania;
and St. Petersburg, Russia. Other
special centers include Cairo, Seville, Guayaquil, Harare, Guatemala City
and others.
The record registration numbers
this early in the season combined with the many requests for new testing
locations continues to demonstrate that the IICL Examination Program fills
an important need for training and expertise in the container and chassis
industries, stated Mr. White. With
a pilot program for computer-based testing underway, IICL hopes to further
address this need by offering its examinations more frequently and in more
locations. Computer testing is part of a series of on-going continuing
education projects that IICL has undertaken to benefit the industry.

Refined IICL Cleaning
Guide Saves Millions
Preliminary surveys
conducted recently by IICL member companies have revealed an average
reduction in container-cleaning costs of 19% for dry van and 40% for
open-top containers between the first quarters of 2000 and 2001.
This cost savings can be ascribed to the implementation of IICLs
General Guide for Container Cleaning (Second Edition) in Summer
2000. While the figures are
preliminary, major depots with whom IICL members consulted generally
confirm the strength of the savings.

IICL President stated, The studies confirm that IICLs on-going,
independent initiatives are enhancing the value of the leasing option for
customers through cost reductions. All of the IICL members should be
congratulated for this remarkable collaboration that produced cost savings
for customers. Once again,
the leasing industrys desire to develop greater efficiencies in
container management has been demonstrated.
The large sampling
in just these few months revealed a significant savings for the shipping
lines of over $1,000,000 for dry vans and over $90,000 for open-tops,
commented IICLs Director of Technical Services Gary
Danback, who
coordinated the studies with Tony Sowry, Vice President, Operations,
Textainer Equipment Management.
This development is
the latest in a series of IICL Technology Committee efforts, such as the
standardized floorboard design (click here for original article on
floorboard design), the joint IICL-IANA Chassis Inspection Guide and
others. IICLs floorboard
initiative is reported to have had a major impact on the container
industry by reducing the number of boards manufactured and kept in stock
both for new builds and repairs. The
Chassis Guide is aimed at promoting compliance with U.S. highway
regulations and improving safety on U.S. roads.

Elects New Chairman
Hugh Fehrenbach,
President of Carlisle Leasing International, was elected Chairman of the
Board at the recent annual meeting of the IICL Board of Directors. Mr. Fehrenbach takes over from outgoing Chairman Dennis J.
Tietz, CEO of the Cronos Group.
Mr. Fehrenbach has
headed Carlisle Leasing since 1996, having joined as Vice President at its
inception in 1993. He has
over 25 years experience in the industry, having held senior positions
with container leasing companies as well as refrigeration equipment
manufacturers. Prior to
joining Carlisle, Mr. Fehrenbach served as Regional Sales Manager, U.S.
West Coast, for the Container Division of Carrier Transicold Company
(1990-1993); as an independent manufacturers representative
(1987-1990); and for Flexi-Van Leasing, serving as Vice President Asia
Pacific (1985-1987), Vice President Technical Services (1983-1985) and
Vice President Refrigerated Services (1979-1983).
Mr. Fehrenbach obtained his B.A. and M.B.A. degrees from Seton Hall
University in South Orange, New Jersey.

Gives Reefer Courses in Shanghai and Miami
IICL gave two courses
on refrigerated container inspection and repair, one in Shanghai, China on
March 26 28 and the other in Miami, Florida on April 911. This is
the first time that IICL has offered two separate sessions of its popular
annual course in one year.
The Shanghai course
was held at Donghwa Container Transportation Service Co. Students came from China, Indonesia, Taiwan, Singapore,
Thailand, U.A.E. and Vietnam. Instruction
took place in Donghwas recently remodeled modern classroom and outside
in the yard where students viewed practical demonstrations of subjects as
they were covered, including repairs in progress at various stages of
completion, inspections of damaged reefers, PTIs and foaming. Carrier and Thermo-King offered presentations on their most
current equipment and answered the many questions presented to them by the
students. On the third day of
the course, students visited Shanghai CIMC Reefer Containers factory to
study construction of new equipment with the primary focus of viewing the
foaming process. The course
concluded with a dinner at which students were presented certificates of
attendance.
The faculty for the
Shanghai course consisted of IICL experts Jerman Lau of Florens,
Colin Jacobs of Cronos, Albert To of Transamerica and
Gary
Danback, IICL Director of Technical Services and Course Coordinator, as
well as Goh Ah Huat and Steven Leng of Carrier Transicold and David
Forsmark of Thermo-King.
The Miami course,
held at the Southeastern Trailer and Container Repairs depot, drew
students from the U.S., Brazil, Colombia, Italy, Mexico and Venezuela. Like the Shanghai course, topics covered included inspection
criteria, repair methods, CFC conversions and other topics.
Instructors were John Colabello of Carlisle, Lew Vitalis of
Transamerica and Gary Danback, assisted by Mark Donahoe and Peter Kang of
Carrier Transicold and Edwin Cardono of Thermo-King.
Students were presented certificates of attendance at a farewell
luncheon.

Joint
Petition to FMCSA on Conspicuity
On Friday, March 30th,
The Ocean Carrier Equipment Management Association (OCEMA), the Intermodal
Association of North America (IANA), the Institute of International
Container Lessors (IICL), and the Association of American Railroads (AAR),
collectively representing hundreds of companies owning or operating intermodal
equipment (the Associations), petitioned the Federal Motor Carrier Safety
Administration for a one-year extension of a deadline in which to complete the
retrofit of certain intermodal trailers and semitrailers (including chassis)
with reflective materials.
In 1999, the FHWA,
FMCSAs predecessor agency, issued regulations calling for the retrofit of all
trailers and chassis manufactured before December 1, 1993 with reflective
material, in addition to mandatory, existing lighting, by June 1, 2001.
Of the approximately 430,000 intermodal trailers and chassis governed by
these regulations, more than 80% of which are owned or operated by the
Associations, over 55% or approximately 237,000 will be retrofitted by the June
1, 2001 deadline.
The Associations
realize that despite the industrys best efforts, a failure to achieve this
goal by the June 1st deadline will render this equipment potentially
unavailable for use. The resulting
shortage of equipment could lead to congestion and gridlock at U. S. ports, rail
terminals, and inland facilities just as the peak shipping season accelerates.
Hank White, President
of the IICL, one of the associations filing the petition, commented, When the
retro-reflectivity regulation was issued, some industry commentators predicted
that a five (5) year period would be required to complete the mandated
retrofits. Since 1999, an
unprecedented growth in trade has kept this equipment in almost constant use,
making it very difficult to capture for retrofit.
Under the circumstances, completing this task in three (3) years will be
a major and noteworthy achievement. Asked
whether the extension would have an impact on highway safety, IANA President
Joni Casey replied, The extension is consistent with not only the FMCSA goals
but also all of those who promote highway safety.
The number of trailers and chassis covered by this request is a
relatively small portion of the total number of chassis and trailers in active
use in the United States, which in any event are primarily used for short hauls
in port areas. In our view, highway
and port congestion and gridlock would raise a greater safety hazard.

Over 350 Inspectors Pass 2000 Tests
Inspectors from 33 nations around the world passed IICLs
latest round of testing in November 2000. The
Asian Pacific rim accounted for the largest number or 43% of the total, with the
Indian Ocean and Australia-New Zealand regions adding approximately 10% each.
With special test centers for the 2000 test in Montevideo, Buenos Aires
and Guayaquil, the percentage of passing candidates from Latin America jumped
from 13% of all candidates last year to almost 18%.
The USA and Canada accounted for 10%, with Europe and the African /
Middle Eastern area totaling 5% each.
The countries with the
highest passing rates were Peru, where all 7 test takers passed the exam;
Italy, where 11 out of 12 received a passing score; South Africa and Sri
Lanka, where 5 out of 6 candidates passed; and mainland China, where 89% of
inspectors sitting for the test in Shanghai passed (up from 88% last year).
Inspectors sitting for recertification, who comprised nearly a third of
all candidates, also passed at a rate of 89%.
Nearly a quarter of passing
candidates are employees of shipping companies, including lines such as P&O
Nedlloyd, Maersk Sealand, NYK, APL/NOL, COSCO, Hanjin, MSC, Hamburg Sud,
Safmarine, CMA/CGM, Americana Ships (formerly Mexican Line) and others.
A little over half the candidates came from container depots, with the
remainder reporting their employers as surveying companies, lessors or other
organizations, such as military units.

Three Win IICL
Inspector Awards
The 2001 IICL Container
Inspectors Awards have gone to three inspectors, two from China and one
working in the United Arab Emirates. The
awards are given to the candidate(s) scoring highest on the IICL Container
Inspectors Examination held the previous fall.
Sharing the prize for
achieving the top score on the Container Inspectors Examination among 550
candidates worldwide are Ramanathan Dhandayuthapani, a native of India currently
working in the United Arab Emirates, and Hou Ying Chen and Sheng Qing of China.
Mr. Ramanathan
Dhandayuthapani is employed by Middle East Container Repair Company (MECRC) of
Dubai, United Arab Emirates, where he is a member of the Inspection Team at the
companys newly opened container workshop in Jebel Ali Port in Dubai.
A native of India, 28-year old Mr. Dhandayuthapani joined MECRC in 1992
as a Trainee Container Inspector. Obtaining
a First Class Diploma in Mechanical Engineering in 1990, he was first certified
by IICL in 1995. The General
Manager of MECRC, John Ash, writes, I was personally delighted that a member
of the company should win such an award, especially as its only been awarded
to 40 people in the 16 years since 1985!
Mr. Hou Ying Chun has
worked for Shanghai Singamas Container Transportation Co., Ltd. for the past
three years as M&R Director for dry van and reefer containers.
Born in 1976, Mr. Hou majored in Business Administration at the
University of Shanghai for Science and Technology.
He describes his family as not rich, but happy, with retired mother
and father and a lovely sister in University.
Mr. Sheng Qing, who has
worked in the container industry for more than seven years, has been responsible
for container inspection, repair and management at the joint-venture company
Shanghai Hero International Container Repair and Store for six years.
Previously, he worked at Donghai Shipping Yard and the Bao Yang Depot.
A 1985 graduate of the Shanghai Agricultural and Science Institute, where
he won the Science Development Prize, Mr. Sheng also obtained a degree in 1992
from the Shanghai Foreign Language University. Like Mr. Dhandayuthapani, Mr.
Sheng is a recertified IICL inspector, having first passed the IICL examination
in 1995. When I heard from
you, Mr. Sheng wrote us, I felt I was the happiest man in the world!

SECOND REEFER COURSE OF 2001 TO BE HELD IN MIAMI, FLORIDA IN APRIL
IICL has scheduled its second reefer course of 2001
for April 9-11 in Miami, Florida.
This is the first year that the Institute has offered its popular
reefer course twice in one year. The
first session is slated for Shanghai, China, on March 26 28th.
Increasing trade in the Western Hemisphere demands
training in shipping-related areas, Henry F. White, Jr. , IICL
President stated. Refrigerated
containers are now a major factor in inter-American cargo, and proper
maintenance in good condition is key to enhancing this trade. IICLs
course in Chile last year was fully booked, indicating a demand for the same
training in the US, Caribbean and Central American regions.
The faculty will consist of IICL reefer experts
Lew Vitalis of Transamerica Leasing Inc.,
John Colabello of Carlisle Leasing
International and Gary Danback, Course Coordinator and Director,
Technical Services for IICL.
Additional guest speakers will be announced.

Statistics from the 2000 Leased
Container Fleet Survey were posted on the Institute of International Container

The information on the fleets of survey participants as of January 1, 2000 is
published as five short reports, with the reports posted today covering specials, chassis,
purchases, and domestic containers/European swapbodies. In light of changes to the number
of companies reporting, limited comparisons with other years are offered.

IICL PUBLISHES ON LINE; ISSUES TECHNICAL BULLETIN
ON WEB
The Institutes first technical publication to go on-line, Technical Bulletin S2, an addendum to the Repair Manual for Steel Freight Containers, Fifth
Edition can be downloaded free of cost.
The Bulletin contains key information on surface preparation and painting condensed from
the Specifications for Steel Container Refurbishing, which has been discontinued.
This addendum issued as Appendix E, supplements material already included in less detail
in the Repair Manual.
Visitors to the IICL
website can download and print out the Bulletin (click
here), punch three holes and insert the pages into their copies of the Repair Manual,
which was printed in binder format to allow for just such an addendum. Printed copies of Technical Bulletin S2 are also available and can be purchased from IICL
for $12 (USA/Canada) and $13 (elsewhere).
"Publication of the
Technical Bulletin on the web continues IICLs on-going effort to provide worldwide
access to information impacting the container industry," stated Mr. White. Mr. White
noted that IICL is also exploring the feasibility of placing other technical publications
on its website. In the interim, to increase accessibility to IICL criteria and technical
information, IICL has reduced its prices for guides and manuals.

IICL TEST
DEADLINES NEAR; THREE SCHOLARSHIPS AWARDED
Registration
for the Container and Chassis Inspectors Certification Examinations is brisk as the
September 8th early-fall deadline
approaches.
The Institute has awarded three full
scholarships for the Container Inspectors Examination to candidates from Kenya,
India and Papua New Guinea. The scholarships, which have been awarded for four years, are
chosen on the basis of financial need, the applicants future plans and an essay on
the role of inspection in the container industry. The award includes the registration fee
and a full set of the manuals on which the examination is based.
Applications are up for the
Asian Pacific rim, with registration from Latin America also strong; in addition to
IICL's regular testing centers in Santiago, Lima and Sao Paulo, test centers
were also expect offered in Montevideo, Buenos Aires, Guayaquil and Bogota.

IICL PUBLISHES NEW CONTAINER CLEANING MANUAL
IICL has issued a 2nd edition of the General Guide for Container Cleaning.
Dramatically different from the first edition, the Cleaning manual
provides one table of all-purpose cleanliness criteria and features 78 color photos
depicting a variety of conditions likely to occur on the interior or exterior of a
container. The manual recommends whether conditions such as those shown require
cleaning or not. Criteria for determining if conditions warrant cleaning have also been
substantially revised since publication of the first edition of the Cleaning Guide in
1995. In addition, the recommended cleaning methods have been revised and simplified.
"The new edition of the Cleaning Guide is meant to illustrate
real-life conditions encountered in the field," stated Jack Figueira
of Textainer, Chairman of the IICL Cleaning Guide subcommittee.
"Inspectors will be able to compare the conditions shown in the photos to actual
situations. The committee felt that it would be easier to convey the criteria by means of
photographs than words."
"One of the major objectives of the Cleaning Guide is to enhance
lessee cost control. For instance, sweeping replaces hot-pressure washing as the primary
cleaning method", said Hank Heacox of Triton, who
assisted Mr. Figueira on the Cleaning Guide subcommittee.
In another change from the first edition, the new Cleaning Guide covers
open-top and refrigerated containers as well as dry-vans. Photographs show incremental
levels of the same condition, as for instance in the case of floor stains or wall
scratches to dry-vans and open-tops, to help inspectors understand the level of
cleanliness that would be acceptable to shippers and lessees. The difference in
requirements for dry-vans as opposed to open-tops is given for each condition illustrated.
The 4" by 6" color photographs depicting conditions are printed
one to a page in order to show each condition in as much detail as possible. Below each
photograph is a description identifying the condition illustrated and a small table
recommending whether any action is required and the appropriate cleaning method to use
when cleaning is required. The manual has been printed in a 3-ring binder to allow
for insertion of catalogues and other useful material for container inspectors.

IICL has launched its first
e-publishing venture with posting of the 2000

Internet. The 172-page Directory lists container and chassis inspectors
currently certified by IICL (as well as the companies that employ them) in 65 countries, including newcomers Bosnia and Herzegovina, Costa Rica, Ivory Coast,
Namibia, Tanzania, Uganda and Ukraine.

IICL
and IANA (Intermodal Association of North America) have announced publication of a new,
third edition of the Guide for Container Chassis
Inspection.
The Guide was prepared by a Joint Intermodal
Task Force consisting of representatives from the two organizations and from the shipping
lines, and was edited and published by IICL. The task force, chaired by Mark
Merezio of Flexi-Van Leasing, revised the previous edition of
the original IICL manual to include the latest USDOT regulations governing chassis
inspection and to provide information on current chassis design and practice.
"We were happy to get participation from
all sectors of the chassis industry in developing this new edition," stated Mr.
Merezio. "The Guide will provide key aid to the industry in maintaining chassis in
good condition and in complying with federal safety initiatives. If companies follow the
Guide and ensure that equipment is delivered and remains in operable condition, costs and
delays associated with out-of-service emergency repairs should be avoided."
The third edition includes information on the
latest USDOT Federal Motor Carrier Safety Administration (formerly FHWA) regulations,
including rules on conspicuity, automatic brake systems and automatic slack adjusters. Ten
tables of inspection criteria provide the reader with criteria for determining if damage
to various components of a chassis should be repaired. 25 pages longer than the 2nd
edition, the new Guide features more than 50 new photos illustrating types of chassis in
use today as well as typical examples of chassis damage. Procedures to follow when
inspecting a chassis are described in detail. Nineteen technical drawings, most of
them new to this edition, illustrate the different chassis types and individual chassis
components covered. Appendices to the Guide include tables detailing Federal regulations
on lighting devices, conspicuity and brake readjustment limits as well as a sample USDOT
Inspection Report Form and a sample USDOT decal.
Participating on the Joint Intermodal Task
Force that developed the Guide were, in addition to Chairman Mark Merezio of Flexi-Van: Ron

Jim Feneran of Transamerica Leasing, Tom
Slattery of Flexi-Van, Tom Kelly of Burlington

IICL GAINS THREE NEW MEMBERS
Three new companies -- Gateway, Gold and
Amficon -- have joined IICL, boosting membership to fourteen companies.
IICL now represents more than 95% of the international container leasing industry with a
combined fleet of approximately 6.6 million TEUs.
"IICL is starting the new millennium with
a strong and expanded commitment from the leasing industry," stated Mr. White, IICL
President. "This commitment lends new strength to our mission of finding innovative
and cost-effective solutions to issues facing the transportation industry today and
demonstrating the advantages of container and chassis leasing as an integral link in the
intermodal network."
Gateway Container International Ltd.,
a Bermuda company, was founded just three years ago by Raphael Che,
former CEO of Genstar Container, and has quickly grown into a major player with
approximatelym 240,000 TEUs as of January 2000. The company maintains thirteen service
offices around the world, including its main administrative service office in San
Francisco.
Paris-based Gold Container Corp.,
a subsidiary of Touax Group, also ranks among the worlds top lessors of maritime dry
freight containers with a fleet of some 135,000 TEUs. The Touax Group is continental
Europes leading lessor of intermodal equipment for waterway, rail and maritime
transport and modular building. "The IICL offers its members the possibility
not only to exchange ideas but also to join forces on various issues," stated
Golds Managing Director Fernand Kesteloot.
Amficon (Amphibious Container
Leasing Limited), based in the United Kingdom, was founded in 1972 and currently operates
a fleet of 80,000 TEUs consisting mainly of high cubes, open-tops and flat racks. The
company has offices and agents in Germany , the U.S., the Far East, the Mediterranean,
South America and Australia and offers a worldwide network of depots. "I am delighted
to be joining IICL, and look forward to contributing in any way that I can towards its
goals," Amficon Managing Director Basil Henley commented.

THE
RECEPTION IS WARM IN CHILE FOR IICL REEFER COURSE
IICL's eighth annual course on refrigerated container inspection and repair took place in
Valparaíso and nearby Viña del Mar, Chile. The course was given to 48 students divided
into two sessions: one between April 10-12 and the other between April 12-14. The first
IICL reefer course ever given in South America drew students primarily from Argentina,
Brazil, Chile, Ecuador, Peru, Uruguay, Guatemala and the USA.
Instruction in IICL inspection and
repair criteria for reefers was a focus of the classroom sessions, held at the Gala Hotel
in Viña del Mar. Practical demonstrations of inspection and repair techniques, including
machinery pre-trip inspection and foaming, were provided in the afternoons at the TESCO
and SAAM depots in Valparaíso. Both class sections joined together at
the hotel on April 12 for a day-long intensive study of cargo- and machinery-related
topics. Student project teams tackled typical inspection situations both as a classroom
assignment and in the depots.
IICL faculty members included Barry
Benton, Senior Manager for reefers at Triton Container (UK); Colin
Jacobs, M&R Manager for reefers at Cronos Containers (UK) and
IICL Engineer and course coordinator Mike Arrow. They were assisted by Benjamin
Hernández, Service Engineer of Carrier Transicold (USA) and Juan
Jurado, President of TASESA Container Terminal (Ecuador).
Spanish-language classroom discussion
and bilingual written materials were important features of the course, and Messrs. Arrow
and Hernández made their presentations in Spanish. "Juan Jurado provided a valuable
service not only in his industry knowledge, but also in his excellent consecutive
translation of the English-language presentations, as well as the lively
question-and-answer dialogues in the classroom and depots," said Mike Arrow.
"Ben Hernándezs native fluency was also extremely helpful. Because of this
support, IICL was able to provide instruction and guidance in a local language other than
English to an important emerging reefer industry market."
Instrumental to the course was the
active support of the TESCO and SAAM depots. TESCOs team, headed by
Alejandro Plencovich (Managing Director) and José Navarro
(Valparaíso Operations Manager), coordinated the inspection demonstrations. The SAAM
group, headed by Gastón Bastías (Chief, General Operations and Depots
Division) and Claudio Asenjo (Chief, Training), prepared the repair
exhibits and the foaming demonstrations.

NEW CHAIRMAN TAKES OFFICE AT IICL
Dennis
J. Tietz, CEO and Chairman of the Board of The Cronos Group, has
been elected Chairman of IICL at the Institutes recent annual meeting. Mr.
Tietz,
who will serve for the next twelve months, succeeds outgoing IICL Chairman Hiro Ogawa,
Chairman of CAI. Also elected were Hugh A. Fehrenbach of Carlisle as First Vice President
and R.S. Ward of GE SeaCo as Second Vice President. Henry F. White, Jr. of IICL and
Flexi-Vans George Elkas continue as President and Treasurer respectively.
In accepting the post, Mr. Tietz
stated, "I am excited to become Chairman of IICL, and look forward to working closely
with all the members to continue building the organization in a way that will benefit the
container leasing industry throughout the world and strengthen relationships with the
steamship lines who are our customers."
Chosen as Cronos CEO in December
1998 and as Chairman of the Board of Directors in March 1999, Mr. Tietz brings many years
of expertise in the container leasing industry to his new post as IICL Chairman. Joining
Cronos Capital Corp. ("CCC", a company subsidiary) in 1981, he ran the U.S. and
European container lease operations before taking over the organization and marketing of
CCC investment programs in 1986. Previously, Mr. Tietz served as regional manager of
leasing and operations activities for Trans Ocean Leasing in Houston, Texas. A licensed
securities principal with the National Association of Securities Dealers (NASD), Mr. Tietz
holds a B.S. in Business Administration from San Jose State University.
Cronos is one of the worlds
major marine cargo container lessors, with a diversified fleet of over 365,000 TEUs of
dry-van, refrigerated and other specialized containers.

IICL ENDORSES STANDARD
FLOORBOARD DESIGN FOR CONTAINERS
The IICL Technology Committee has endorsed a standard floorboard
design for 20 and 40 dry van containers.
"Standardization of floorboard design has become a top
priority in the container industry due to increasing shortages of hardwood plywood used
for container flooring," stated Mr. White.
The new design, developed by IICL member companies led by
Triton and Textainer, is aimed at addressing this issue by reducing the number of
different types of floorboards currently specified by container buyers. The wide variety
in floorboard dimensions required by leasing companies and shipping lines, combined with
the short supply of the hardwood plywood material used for floorboards, has forced plywood
mills and container manufacturers to stockpile large quantities of boards to meet every
specification. The situation has not only impacted manufacturers, but has also limited the
ability of leasing companies to meet market requirements by changing their size
allocations on short notice.
"The IICL Standard Floorboard Design for 20 and
40 containers will reduce the average number of floorboards with different
dimensions per buyer from 7 to 2," said Peter Ouborg, Vice President
Engineering for Triton and Chairman of the IICL Technology Committee.
"The design is fully tested, meets ISO floor tests plus 33% and allows owners to
choose between C-cold-rolled or double-Z bottom side rails and designs with 28 or 29
crossmembers."
Mr. Ouborg reported that both container manufacturers
and plywood mills have expressed interest in the new IICL standard design, and are
planning to promote it to their customers.
